ü Two masters with economic, organizational and legal disciplines. Specialization in development planning and public administration. Work experience as legal advisor and professional economist.

ü Acted as Programme Manager for over 25 years with proven skills in project design, management and monitoring. Since 1987 as coordinator - M. EURO 400 - programme with 11 donors and more than sixty projects over:

§   2007 Programme Manager (account manager) in Grenada for the entire public sector modernization programme (WB and European Commission funded);

§   2004 Team Leader for the programme for 25 Ministries and Agencies, Tanzania

ü Proficiency in designing program and project packages involving public sector regulatory reform - telecom, electricity..

ü Worked as Project Manager for interdisciplinary teams targeting structural reform, outsourcing, privatization, Public-Private partnerships.

ü As Associate Professor at the International Development Institute, Roskilde University, acquired considerable experience in programme and project design as well PCM tools and EU development procedures.

ü Key research areas Political and Administrative reform of Weak States (ACP)  Published – financed by a grant from the World Bank – state of the art regulatory reform.

The function was to be a change agent in or to impetus public sector reform – by combining actors to work as drivers, providing professional advice and infrastructure back up. The work utilized ICT in order to create a net between Permanent Secretaries enriched by professional content. A Change Management Network was created  for ICT based network covering 11 Ministries with a view of institutional development and inter ministerial coordination. (World Bank, UNDP and EU finance, 9th).
